Cook County States Attorney Race

Some of you may know that I loathe DuPage States Attorney Joe Birkett (I know him personally). Still, what he says here I have to respect. But what the hell does this Milan character mean by this?

From this day forward we [states attorney's office]] should be the largest political organization in the county. We should determine who the judges will be in this county. We should determine who should be the state reps and the state senators, and we should have a factor in all political races. And we should determine the destiny of our office.
